Lakey Boyd is an economic development and urban planning professional with more than two decades of experience advancing innovation ecosystems, university-adjacent districts, redevelopment, and public-private implementation strategies. Her work has focused on connecting anchor institutions, industry, workforce, investment, and place-based development to support regional growth and commercialization.

Across her career, Lakey has worked on just over 100 projects in more than 50 cities across 15 states. In her prior role as Chief Economic Officer at the Greater Baltimore Committee, Lakey led business retention, expansion, attraction, and capital investment initiatives, and supported the Regional Innovation Office’s work around the Baltimore Region Tech Hub, biotech, AI, commercialization, workforce, and industry engagement. She also brings direct experience in research campus planning, transit-oriented development, stakeholder engagement, and large-scale public-private redevelopment.
